Colaborative Action Plan

 

Description:

On June 18, 2002, the City Council and the SCVWD (Santa Clara Valley Water District) Board approved the Parks, Trails and Open Space Memorandum of Understanding (MOU) between the City and the District. The purpose of the MOU is to provide improved coordination, delivery of multi-objective projects, and more efficient and effective expenditure of public money.

At a joint meeting between the City and SCVWD on January 21, 2003, staff presented the Collaborative Action Plan and Agreement (CAP) for the development and operation of joint trail projects. The Collaborative Action Plan and Agreement provides the framework for the agencies to collaboratively plan, develop and implement joint trail projects. The Council and the Board approved the Collaborative Action Plan and Agreement, and directed staff to return in 60 days with a prioritized list of trails that could be opened immediately, information as to the prioritization process, and a list of trails with pending grants.

The SCVWD seeks to provide funding through its Clean Safe Creeks Program for 70 miles of trail in the Santa Clara Valley. The City of San José seeks to develop 100 miles of trails within its boundaries. By actively partnering on planning and funding efforts as established by the MOU and CAP, both agencies are working towards achieving their goals for more open space and recreational opportunities.
